Yes, I use size 1 and 2 for socks. For socks you wouldn't use a pair of straight needles, you'd use a set of 4 or 5 double-pointed needles (dpns) or circular needles.
(for sweaters, scarves and such I mostly use size 7 and size 10).
i use the 3.5mms quite a bit mostly for edgengs and stuff in DK which i'm mostly knitting on 4mm. I use the smaller ones for socks but not much else (if all possible i like to use very short (30cm) circs for socks rather than DPNs). I'm not into very fine yarns otherwse but i have notcied a genearal trend for me to be knitting finer yarns on smaller needles than when i started to knit so i may end up using them more.
Socks! And lace. But it really depends on what kind of projects you like. If you're more into the chunkier knits (hats/sweaters/mittens/blankets/etc), you will probably never need them. But if you think you're going to become a sock-a-holic, I can't recommend enough a good set or two of smaller dpns.
