Yes, I would assume that it meant on the last day of regular class, not during exams. But of those two choices, the exam for that class sounds more correct -- the professor wants to mark everything and go home for the holidays.
"End of term" generally means a) the last class of the semester in that course b) some nearby date to be announced by the professor c) before the final exam in that class d) the last day of classes in general (before exams) e) the day before registration day for next semester f) whenever the hell the professor wants it to mean
demand clarification of deadline if it matters to you.
