To answer your question - the importance of loading their desktop software is not so much in the Palm Desktop 4.1 application, but in the sync conduits that are specific to the treo600. So, yes, it does matter that you get their version loaded.
What's the error that you're getting when logged in as yourself and being told access denied? At what point in the install? And are you getting prompted for an admin password at any point in the installation? Is the hotsync manager running in the background? You might try launching the application and disabling the manager to get around the problem that you're having.
FYI - I had something happen a week or so ago that corrupted one or more of my conduits and to remove my palm-users folder and re-install the desktop to get it working again.
