If I wanted to get a job in a french speaking country in Europe for one of my future summer vacations, what kind of options are there out there?

Obviously I can write, but getting a part-time job tutoring english or something like that would help a lot I think.

It just seems like living in a french-speaking part of Europe for two months would give me a base of operations to tour Europe while giving me the opportunity to get back my french speaking skills.

Lots of non-profits take interns for shortish periods and provide a place to live and stipend.. I know GPI does (though that wouldn't be french speaking), and GPFrance might. MSF might too, I hear they're cool to work with. charityjobs.co.uk is a good start if that interests you.

Au pairing is an option, maybe. Nannying (expat families even, those might be easier to find). Teaching or tutoring in english- I would suggest looking for local-to-where-you-want-to-be sites for that type of stuff. Some of the expat sites have message boards will have job postings.

Work permits would be the biggest trick, I would guess, if you're getting paid. Internships tend to get around that more easily then other things. Erm.. wait, you hold other passports, right? So I guess that might not be such an issue.. :)
