OK, I'm confused.

I thought that once you've got your permit, you can make an appointment for the driving test and schedule the driving test whenever you want.

I just got an email from L~, who is letting me drive her car for the test, and she says that I can't get an appointment until I've taken their written tests. Is she confused? Isn't the permit test the written test?

No

**If you have never had any driver license**, you must: (http://www.dmv.ca.gov/pubs/hdbk/pgs12thru16.htm)

Be at least 18 years of age.
Complete all the steps required for a permit.
Pass a behind-the-wheel driving test. If you fail the test, you must wait until the next day or the next available appointment before you are tested again. Bring your instruction permit with you.

There is an additional written test along with the driving test required to get an actual license. However, I believe you can do both at the same appointment.

Yes, you are right.

You take the written test to get the permit. Then you can schedule the driving test any time after that. If you can drive now then you can take the driving test as soon as they will give you an appointment. And yes, she sounds confused to me.

Yes, the (computerized) test you took when you got your permit is the "written test." You just need to take the road test. (Remember that your "sponsor" has to be with you when you take the road test.)
